TenneT is Europe's first cross border electricity grid operator. With 20,000 km of high voltage and extra high-voltage lines and 36 million end users in the Netherlands and Germany, we are one of Europe's largest grid operators and rank among the continent's top 5 electricity transmission operators.
Besides managing the grid, TenneT also monitors the reliability and continuity of the national electricity supply. It does so by impartially making the transmission grid available for power transmission and by maintaining the necessary balance between electricity supply and demand in the Netherlands and Germany. Given that the transmission of electricity is not confined within national borders, TenneT collaborates with other European TSO's in order to create a strong Northwest European electricity grid. TenneT employs over 2,900 people, and the State of the Netherlands is TenneT's sole shareholder.

The "offshore wind energy Act (Wet Windenergie op Zee)" of July 5th, 2015, intends to scale up wind energy in the Dutch North Sea. On 5 September 2016 TenneT TSO B.V. (hereafter TenneT) has been formally designated by law as grid operator for the Dutch North Sea. In this role TenneT is responsible for the grid connection of new offshore wind farms via a standardized grid connection system. TenneT has been officially designated as the offshore grid developer and operator.

The Dutch government has stated its intention to develop 3.5 GW of wind energy production capacity offshore for the Netherlands by 2023. TenneT, as the designated offshore grid operator on the Dutch Continental Shelf, will be responsible for the design, fabrication installation, operations and maintenance of the platforms and HVAC cable systems to export the generated electricity to shore.

TenneT intends to build several platforms, which will connect wind farms to the onshore grid by HVAC sea cables. The platforms within one area, as part of redundancy requirements, will be connected by means of a 66kV cable. The platforms will be based on the same concept, in order to reduce costs.

The platforms are to carry high-voltage switching and transformation equipment 220kV as well as auxiliary facilities. Intake power from the wind farms will be 66 kV, export power from the platform will be 220 kV. Each platform is connected to the onshore grid by two three core 220 kV AC sea cable circuits and, if applicable, by single core 220 kV AC land cables.

The scope of the cable route for Hollandse Kust (zuid) Alpha will be 220 kV: 2 x ≈ 43 km and for Hollandse Kust (zuid) Beta 220 kV: 2 x ≈ 35 km.

The scope of the intended contracts includes design, engineering, production, delivery and installation of 220kV AC sea cables in order to connect the offshore AC platforms with the respective landstations. The scope may include 220kV AC land cable and 66 kV sea cable.
