ATC-NL is an air navigation service provider which services a.o. Schiphol Airport (AAS). AAS is located in a geographical area with typically heavy and frequently changing wind conditions. Also AAS has a complex runway system and must deal with pressure to limit noise pollution. Dealing efficiently with supply and demand given limited capacity and the urgent wish from stakeholders to minimize restriction and delays, are continuous challenges.
The above characteristics and challenges, also put pressure on ATC-NL to constantly look for improvement and provide services in the most safe and efficient manner. Apart from political drivers, ATC-NL sees this as an autonomous responsibility which is necessary to play a pro-active role in the new world of providing air navigation services.
Based on the above ATC-NL consulted the market to find a commercial off the shelf (COTS), turn-key solution for implementing a time based separation (TBS) tool, including stepwise implementation of RECAT-EU (ultimately RECAT-PWS) separation standards.
Important characteristics regarding the solution are:
- COTS final approach spacing tool supporting TBS and new RECAT separation standards, configurable for local situation and ready to integrate in current system environment;
- Proven technology enabling implementation time of 1 - 1½ year;
- Includes procedure design, safety case and training (turn key solution).
A market consultation (2019/S 090-214997) has been published by ATC-NL to investigate whether a COTS and turn key solution is available for implementation in the indicated timeframe. Following the results, ATC-NL decided to validate the only offering, the operational NATS Intelligent Approach tool, to determine whether this solution fulfils ATC-NL's needs.
This validation has successfully reached its end stage providing ATC-NL with a feasible concept of operations and a successful validation of the NATS tool in the Schiphol environment. ATC-NL therefore concluded that the NATS tool fulfils the requirements and has decided to take the next steps regarding implementation and informs the market as follows:
Based on the results and the experience/knowledge gained during validation, ATC-NL intends to directly award the contract for implementation to NATS. For ATC-NL it is clear that NATS is the only party on the market capable of fulfilling all ATC-NL's needs as communicated earlier in the market consultation.
