Description:

TenneT is one of the top 5 transmission system operators (TSO) in Europe and responsible for the operation of high-voltage grids in the Netherlands and major parts in Germany. One of the main responsibilities of TenneT is the continuous maintenance and extension of the grid to keep the grid stable and reliable, and to integrate renewable generation, e.g. on- and offshore wind farms. Relevant grid maintenance and construction is performed in large projects, and requires structured project management, and particularly efficient information and document management be applied.
Information and document management is currently supported by two different dedicated systems.
With this tender, TenneT seeks to harmonize the existing collaboration systems within one system to cover all information and document management requirements along the project lifecycle and across all related business functions. The system shall be jointly used by employees of TenneT and suppliers contributing to large projects, e.g. engineers, equipment suppliers, construction companies and others.
TenneT has initiated the project 'Transition of Collaboration System for Large Project Document Management' (ToCS).
The tender comprises three lots covering:

Lot 1: Provision and technical application operation of the Software-as-a-Service ("IT service")
Lot 2: Functional application operation of the Software-as-a-Service of lot 1 ("Configuration service")
Lot 3: Combination of lot 1 and lot 2 (side-lot)

Interested parties are invited to bid for the combined Lot 3, which comprises the scope of Lot 1 and Lot 2.

Due to the structure of the lots TenneT awards either lot 1 and lot 2 or alternatively lot 3. Details of the evaluation and awarding are explained in Annexes C03 of Lot 1 and Lot 2 (section 11), which are both applicable for Lot 3.

The disclosure of the annexes draft contract, N01, N02, N04, and N11 to the bidder is subject to the prior signature to the Non-Disclosure Agreement (Annex C17). These documents will be made available (Password) only to those applicants (including any subcontractors), which sign the confidentiality agreement enclosed in Annex 17 (please use Annex C17) without reservation and make it available to the client via the Negometrix portal (as a personal message to the lead buyer). The Password for above documents will then be sent to you.

Please notice, without the signed Non-Disclosure Agreement, the application for participation will be rejected.

Lot 1 - IT Services The collaboration system is requested as 'Software-as-a-Service' (SaaS). The system shall mainly be used to share and review documents and support all functions relevant to managing documents in an audit proof way. The functions include: • Information and document capturing, e.g. upload, bulk-upload, metadata management, formats, document management structure • Editing and collaboration, e.g. revisions/versioning, status tracking, document and event-based workflows, document-based collaboration, ticketing, document distribution • Request and retrieval, e.g. search, browsing and navigation, indexing based on text extraction and OCR, export, reports and dashboards • Administration and customizing, e.g. user/privileges management, taxonomy and metadata management, document and project templates, user interface customizations and webforms, workflow definition, notifications, rule-based processing The system shall adhere to IT security, data protection, and compliance standards of the TenneT group, which are mainly derived from established industry standards. The provisioning of the system is subject to defined service levels to guarantee high availability of documents and collaboration means for time-critical large projects. Requested services include: • Preparation of a detailed Software-as-a-Service and system requirements specification • Implementation / installation of the system • Testing • Provision of systems and supporting tools for migration and transition • System specific technical and conceptual support for the migration of documents and data from the current collaboration systems • Maintenance and operation services • Provision of licenses for all components of the Software-as-a-Service (e.g. including database) • Cooperation with the application service provider tendered in lot 2 For further information see Annex N01 - Requirements Document ToCS-Lot 1, Annex N02 - Procedure of Implementation ToCS-Lot 1 and Annex N04 - Operations- and Support Model ToCS-Lot 1. Lot 2 - Configuration Service For the collaboration system provided in lot 1 application services shall be provided. The application services mainly comprise: • Migration planning and migration of documents and data from the current collaboration systems • Migration Testing • Requirements gathering directly at TenneT' s large project departments and deliberate requirements management • System/ logical design (e.g. user interface (UI), workflows, project or document templates, processing rules) • Customization of the system by use of embedded means for configuration and parameterization • Definition, change, and maintenance of metadata, document structures etc. • Definition or extension of user interfaces, including scripting of webforms in common standards, e.g. HTML5, CSS3, JS • Definition or modification of workflows via visual designer front-ends or with appropriate external tools, whose output can be imported to the system • Technical design and implementation of business rules or small pieces of business logic by means embedded into the system • Coordination of application service actions with both, stakeholders at TenneT and the lot 1 tenderer For further information see Annex N01 - Requirements Document ToCS-Lot 2, Annex N02 - Procedure of Implementation ToCS-Lot 2 and Annex N04 - Operations- and Support Model ToCS-Lot 2.
