General description of the content of the service/supply The purpose of this call for tenders is to acquire a proven software-as-a-service (SaaS) solution for plagiarism detection at the Amsterdam University of Applied Sciences (Hogeschool van Amsterdam, HvA). The product chosen must be able to carry out any requested plagiarism check effectively, and in a user-friendly way for teachers. The results must be made available in the form of a report. The solution must comply with European and Dutch law and regulations, including the EU General Data Protection Regulation (GDPR), the Public Records Act (Archiefwet) and the Dutch Copyright Law (Auteurswet). This call constitutes a European call for tenders under the public procedure, in accordance with the Public Procurement Act (Aanbestedingswet) 2012 in its consolidated version of 2016. The purpose of the tender is to secure an agreement with one (1) contractor for an initial period of four (4) years, with options to extend this for three (3) further periods of one (1) year each. The expected starting date of the contract is 1 June 2019. It will be awarded using the "most economically advantageous tender" (MEAT) method, considering both price and award criteria.
