AIR TRAFFIC CONTROL THE NETHERLANDS (ATC-NL) is a Dutch independent administrative organization that is responsible for providing air traffic services to civil air traffic in the Dutch airspace in a safe, efficient, and environmentally sensible way. In the Dutch Aviation Act this and all other tasks of ATC-NL have been laid down. Besides the provision of air traffic services these tasks consist of the provision of communication, navigation and surveillance services (including the modernization and management of these technical systems), giving aeronautical information, catering for air traffic control training and providing aviation charts and publications.
Wide Area Multilateration and ADS-B Solution
ATC-NL anticipates to procure a technology solution and associated services that enables ATC-NL to roll-out WAM/ADS-B technology over various geographical areas. ATC-NL is a contracting authority and - based on it's procurement policies and public procurement laws and regulations - conducts this tender procedure.
This tender procedure with reference number PRJ-2411 is initially aimed at the replacement of the secondary surveillance radars for Amsterdam Airport Schiphol and Groningen Airport Eelde by WAM/ADS-B technology.
ATC-NL has the future ambition to procure WAM/ADS-B technology off-the-shelve from one supplier who will act as a true partner for a long term of cooperation and for the provision of services and possible further WAM/ADS-B systems at other airports (possibly including ground coverage) and areas within the Netherlands Flight Information Region and for the North Sea Area Amsterdam (NSAA).
Scope of supply for the assignment
Deliveries: - WAM/ADS-B Ground Stations;
- WAM/ADS-B Central Processing Systems:
- WAM/ADS-B systems for operational use;
- WAM/ADS-B system for technical tests;
- Documentation and maintenance procedures;
- Spare parts;
- Software licenses.
Services: - Kick-Off and Progress meetings at ATC-NL;
- Selection and acquisition of Ground Station sites, including: site surveys, coverage analyses, site (rental) contracts, contracts with energy suppliers;
- Design and implement networks to connect the Ground Stations with the Central Processing Systems, including: contracts with network suppliers, Service Level Agreements, installation of network equipment, testing the redundant network solutions;
- WAM/ADS-B System Design Review at ATC-NL;
- WAM/ADS-B system Test Management: validation cycles and verifications (FAT, SAT), test procedures and reports;
- Installation services;
- Training of ATC-NL staff:
- Assistance in NSA certification;
- Life cycle and logistics support of the WAM/ADS-B system, including: 24/7 customer support, remote and on-site support and other maintenance services;
- Escrow and
- Security strategy for software and hardware.
Options: - WAM/ADS-B system for acceptance tests;
- Extension possibilities for the covered area including WAM/ADS-B Ground Stations and WAM/ADS-B Central Processing Systems including documentation, spare parts and further software licenses;
- Extension possibilities of the Agreement;
- Providing 24/7 second line maintenance services.
