The Contracting Authority
The KB is the national library of the Netherlands. 'Motivated by the strength of the written word', we encourage intellectual development, proficiency and creativity in the Netherlands. We seek collaboration with partners in the domains of public libraries, cultural heritage and academe. The KB promotes the visibility, usability and durability of the 'Library Collection of the Netherlands', defined as the collective holdings of all publicly funded libraries in the Netherlands. Unobstructed access to these collections enhances the development of new ideas and allows researchers to build upon the ideas of their predecessors.
 
The quality of the chain of access to public information and the very existence of the organisations responsible are determined by their mission statements and their positions within the networks in which they operate. A thorough understanding of each partner's role in the network must underlie any strategy. The KB builds upon the strength of its network in all its activities.
 
The KB seeks to offer a platform where people and information come together. Our most important task for the years to come is the development of a national digital library, together with our partners in the network.

The Object
By acquiring and implementing an e-lending solution the KB is seeking to modernise and simplify the back-end of our e-book and audio book services. In the context of these services and this project, e-content eligible for e-lending refers to both e-books and audio books.
 
The new e-lending solution will replace the present e-book and audio book back-end systems. The object is to be able to create and offer a better user experience, possibilities for adding content repositories, simplification of processing and increasing manageability, decreasing costs in general and collaborate with reliable and future-proof suppliers, which would increase durability and development potential. The KB wants to accomplish this by purchasing an off-the-shelf solution.
 
The following objectives apply to the current tender:
  • Offering clients a full service of front-ends (website as well as  apps), where 'full' is defined as being able to find, borrow and utilise e-content;
  • Increasing reliability by cleaning up a legacy of solutions and undesired acquisitions that have accumulated within and around systems over the years;
  • Supporting multiple and various kinds of materials, minimal e-books and audio books. Optional: digital publications. As a result, support for connecting multiple content suppliers is a pre-condition. Films, music, games and courses fall outside the scope of the assignment;
  • Ability to connect different extra repositories of e-content (e.g. alternative e-book, audio book or by the KB digitised and to ePub converted eBooks);
  • Decreasing the time necessary for managing the content and the application, which means a decrease in unnecessary manual tasks, such as processing information when a book has 'sold out'. 
 
Additional objectives are:
  • Supplying as much social value as possible for public funding.
