120968 A standard transport planning system to support improved planning processes

Description:

The solution GVB is asking for in this contract is a proven standard transportation planning system. This should be understood as one system:

• That is in use by comparable public transport companies (urban, multimodal, etc);
• With functionalities that are specifically developed for a public transport environment;
• That supports all relevant transport planning processes in an integrated solution (trips, vehicle planning and personnel planning) that allows for cross-purpose scenarios to find the most optimal effort vs outcome.
• Of which end-users have limited influence on the functionalities or change policies:
  • functional parameters are set by the organisation and supplier
  • functionalities can be developed and added upon by adding modules from a suite - for a single purchase fee and fixed maintenance fee - that can be integrated seamlessly with the modules already in use.
• Of which the source code remains the property of the supplier
• Of which the software supports the planning processes directly (as opposed to an operating system, browser or printer driver)

Scope of the contract
The proven standard transportation planning system needs to be a solution that serves the whole chain of planning processes: from scheduling (scenario's & timetable), to vehicle planning and personnel planning and incorporating operational data back into the planning processes (See image below).
 

Out of scope: processes such as vehicle- and infrastructural maintenance, HR and Travel Information are not in scope although interdependencies with the planning processes do exist. The interfaces between the planning system and these processes/systems are in scope, thus need to be handled within this project.
