Air Traffic Control the Netherlands (ATC-NL)
ATC-NL is a Dutch independent administrative organisation that is responsible for providing air traffic services to civil air traffic in the Dutch airspace in a safe, efficient, and environmentally sensible way. In the Dutch Aviation Act this and all other tasks of ATC-NL have been laid down. Besides the provision of air traffic services these tasks consist of the provision of communication, navigation and surveillance services (including the modernization and management of these technical systems), giving aeronautical information, catering for air traffic control training and providing aviation charts and publications. In short, ATC-NL is responsible for the control of Dutch civil airspace as well as parts of the North Sea area and everything related thereto. ATC-NL became operational in 1923 and since 1993 as a so called "Independent Administrative Body (ZBO)".
Introduction ATC-NL intends to replace their Surveillance Frontend Processors by a Multi-Purpose Front End solution. In the current situation LVNL operates three Frontend Processors between different domains to perform monitoring of integrity of data streams and perform initial processing tasks on the data before forwarding it to other domains. These Frontend Processors are: - Radar Gateway; acts as Frontend Processor between the Surveillance- and the AAA domain;
- All Purpose Data-stream Replicator (ADR); acts as Frontend Processor between Surveillance Back-up and the AAA- and Tower domain;
- Surveillance data Frontend Processor (SD-FEP); acts as frontend processor between the LVNL Surveillance- and the MUAC & KLu- domains.
The lifecycle of these Frontend Processors will reach the end, hence they need to be replaced in the coming year 2020.
Scope of supply The scope of the assignment consists for the most part of deliveries and to a lesser extent of services. ATC-NL wishes to contract one supplier that is able to complete the entire scope of deliveries and services. The Scope of supply for the assignment:
Deliveries: - MSD-FEP system for the purpose of a Redundant Radar Gateway,
- MSD-FEP system for the purpose of a Test Radar Gateway;
- MSD-FEP system for the purpose of a Single ADR system
- MSD-FEP system for the purpose of a Test ADR system;
- MSD-FEP system for the purpose of a Single SDFEP;
- Spare parts for the MSD-FEP systems;
- Documentation and maintenance procedures;
- Declaration of compliance with related European legislation;
- Declaration of Suitability for Use. (EU Interoperability).
- Preliminary System Safety Assessment (PSSA)
Services: - Kick-Off and Progress meetings at ATC-NL;
- System Design Review at ATC-NL;
- System Test Management: validation cycles and verifications (FAT, SAT), test procedures and reports;
- Training of ATC-NL staff:
- Assistance in NSA certification;
- Escrow;
- Security strategy for software and hardware;
- Warranty period of 2 years;
Options: - Additional MSD-FEP system(s)
- Maintenance, hardware- and software support services during the lifetime of the MSD-FEP system based on time and material;
The agreement shall end 10 (say: ten) years after the date the final SAT has been successfully executed as stipulated in Article 11 of the agreement. After this initial period, this Agreement is automatically extended for a consecutive period of 1 (say: one) year, with a maximum amount of extensions of 5 (say: five). During these potential periods of extension, the conditions as laid down in the Agreement shall apply.
