The objective of the procurement procedure is to conclude an agreement with a vendor that designs, supplies, implements and supports an HPC cluster.
High-Performance computing (HPC) has seen enormous advancements over the last several decades. Thanks to rapidly evolving hardware and numerical simulation tools, HPC has changed the way how fundamental research at universities is performed. Simulations are not only replacing experiments, but also providing extremely valuable added physical insights. Applications include material modelling, fluid dynamics, quantum mechanics, design optimization, and big-data data mining.
Traditionally, high-performance-computing groups have had to go through a competitive selection procedure based on NWO project proposals to get access to large-scale computing facilities, which are generally national or European supercomputers. These are facilities with on the order of 100,000 CPU cores. They are intended and used for production runs and large-scale simulations with highly optimized, massively parallelized algorithms that efficiently use thousands of cores.
The number of TU Delft research groups that use (or want to make use of) High-Performance Computing (HPC) is rapidly increasing. Also, for students who are educated at TU Delft in the field of Computational Science and Engineering, following an HPC course is a must for getting a suitable job in this domain. This means that TU Delft having its own computer cluster and infrastructure (hardware, software and staff) will attract talented researchers and students.
With the European procurement procedure, TU Delft is applying the principles and selection process of Best Value.
With the Best Value approach, the contracting authority seeks to appeal to the distinctive character of tenderers and has a somewhat non-traditional interpretation of finding and retaining cooperation and partnership. The philosophy and methodology are aimed at identifying and contracting an expert vendor who demonstrates with its tender that it can deliver high performance and minimize risks at a realistic price.
