Description:

Negotiated procedure with prior call for competition

TenneT is responsible for the investigation of seabed conditions along its future cable routes within German waters and the German EEZ. Furthermore TenneT is responsible to monitor its existing cable routes in Dutch and German waters and respective EEZs during their operational phase. In order to make sure that the construction planning and work is based on sound information and the operational phase is executed in a safe manner with feasible risk management, TenneT is responsible to acquire high quality seabed information to enable the development of construction and maintenance strategies and to provide contractors and authorities with the required information about seabed conditions.

The tender is divided in 2 lots:

Lot 1 - Offshore Survey (water depth 10m and beyond)
Lot 2 - Nearshore Survey (water depth 10m and less)

Award criteria Weighing:

Technical concept: 35 %
Contractual conditions: 25 %
Price: 35 %
SHE concept: 5 %

Number of candidates invited to participate in the negotiations: 4/lot

The selection of the candidates to be invited for negotiations after the submission of offers will be based on the above award criteria.

The evaluation of the subsequently finalized bids for the contract award will also be based on the above award criteria.

In order to protect the confidentiality of the information provided by the client in the tender documents, it is mandatory to conclude a confidentiality agreement as per "NDA" document provided for download (see below). To ensure equal treatment of all bidders, modifications are only possible in the yellow-marked areas of the NDA. Please send the signed and stamped copy to: Carsten.Reckling@tennet.eu

After a plausibility check, the client will grant the bidder access to the complete set of tender documents.

The bidder cannot deduce eligibility for participation only from signing the NDA. TenneT will only accept tenderers who successfully qualify during the call for competition phase to participate in the offer phase.

The application for the call for competition must be submitted in due time and no later than by
12/10/2020 at 12:00 CET
via the e-Award platform Negometrix.
Individual extensions of time will not be granted.

Submission of the request to participate (applications) by email, post or fax are not permitted. A violation of this requirement will lead to the exclusion of the application in the tendering process.

Lot 1 - Offshore Survey (water depth 10m and beyond) This Scope of Work is intended to describe the measures which need undertaken to perform along the offshore section of all export cable routes and windfarm connections in operation and German future cable routes designated to be investigated via general engineering survey.
Lot 2 - Nearshore Survey (water depth 10m and less) This Scope of Work is intended to describe measures which need to be undertaken along the Waddensea and Nearshore section of all export cable routes in operation and German future cable routes designated to be investigated via general engineering survey. The routes commence at the transition joint location of the respective landfall locations.
