ATC-NL is a Dutch independent administrative organisation that is responsible for providing air traffic services to civil air traffic in the Dutch airspace in a safe, efficient, and environmentally sensible way. In the Dutch Aviation Act this and all other tasks of ATC-NL have been laid down. Besides the provision of air traffic services these tasks consist of the provision of CNS services (including the modernization and management of these technical systems), giving aeronautical information, catering for air traffic control training and providing aviation charts and publications. In short, ATC-NL is responsible for the control of air traffic in the Dutch civil airspace as well as parts of the North Sea area and everything related thereto. ATC-NL became operational in 1923 and since 1993 as a so called "Independent Administrative Body (ZBO)".

ATC-NL seeks your valued advice regarding a variety of subjects in order to prepare a call for tenders scheduled to start in 2020. ATC-NL invites you (software companies specialized in developing Fast-time ATM-simulation tools) to respond to a number of questions in order to obtain information concerning a Simulation-exercise Development Tool
Current situation:
ATC-NL Human Factors / Simulation Products wants to be able to develop and maintain Simulation exercises more efficiently and without having to use valuable "Simulator time".
The purchase of a Fast-time SIM development tool could achieve these goals if the tool fully complies with the standards applied by ATC-NL.
The development and maintenance of simulator exercises is momentarily labor intensive work on the ATC-NL-Simulators. Exercises are developed and maintained, without visual representation, by means of Excel lists containing flight plans. These flight plans must then be read into the simulator so that the exercise can be viewed and tested. These exercises cannot be accelerated on the ATC-NL Simulator.
ATC-NL Business Needs summary (desired situation):
ATC-NL seeks an of the shelf Fast-time Development Tool for Airspace Simulation exercises (SIM-exercises) that can be used to develop new SIM-exercises and maintain existing SIM-exercises. The Fast-time Simulation Development Tool must be a stand-alone/ isolated tool, that is not connected to the simulator.
The Development Tool must support the exact flight behaviour as is experienced when using the ATC-NL Simulator.
The Development Tool must be able to import and export simulator-data in an usable format.
