Negotiated procedure with prior call for competition
TenneT is responsible for the 900 MW grid connection projects BorWin5, DolWin5 and two AC grid
connection systems to connect the offshore wind farms Kaskasi II (approx. 342 MW) and Gode Wind 3
(approx. 242 MW) to the associated HVDC offshore substations (DolWin kappa and HelWin beta). In order to make sure that the construction works are executed in a safe manner, TenneT is responsible for delivering a safe working ground to their installation contractors.
The export cable routes and the platform installation areas need to be cleared from any UXOs that cannot be avoided by re-routing.
The scope covers marine geophysical UXO (unexploded ordnance) survey, identification and clearance of offshore cable routes within German territorial waters in the German Bight (North Sea) and the EEZ. The tender is divided in 3 lots:
- Lot 1 - DolWin5 Nearshore
- Lot 2 - DW5-BW5-GW3-KAS Offshore
- Lot 3 - BorWin5 Wadden Sea
The contractor is responsible for performance of all survey, identification, disposal activities and provision of final route and target clearance certification under Section 7 German Explosive Act (SprengG).
TenneT is looking for reliable, trustworthy and highly professional providers of marine geophysical UXO survey & identification and clearance of the cable routes of the before mentioned projects.

- SHE concept: 15 %
Number of candidates invited to participate in the negotiations: 3/lot
The selection of the candidates to be invited for negotiations after the submission of offers will be based on the above award criteria.
The evaluation of the subsequently finalized bids for the contract award will also be based on the above award criteria.
In order to protect the confidentiality of the information provided by the client in the tender documents, it is mandatory to conclude a confidentiality agreement as per "NDA" document provided for download (see below). Please send the signed and stamped copy to: Carsten.Reckling@tennet.eu
Companies and affiliated companies, which are providing or have been providing offshore UXO consultancy and QA/QC services for TenneT in Germany or The Netherlands are excluded from tendering process in order to avoid conflicts of interest.
After a plausibility check, the client will grant the bidder access to the complete set of tender documents.
The bidder cannot deduce eligibility for participation only from signing the NDA. TenneT will only accept tenderers who successfully qualify during the call for competition phase to participate in the offer phase.

The application for the call for competition must be submitted in due time and no later than by
27/07/2020 at 10:00 CET
via the e-Award platform Negometrix.
Individual extensions of time will not be granted.
Submission of the request to participate (applications) by email, post or fax are not permitted. A violation of this requirement will lead to the exclusion of the application in the tendering process.
