TenneT Offshore wind plays a crucial role in the energy transition. In a growing trend towards more sustainable energy, TenneT is connecting various windfarms to the onshore grid. In order to give an efficient and sustainable fulfilment to this connection task, TenneT has chosen to develop a 2GW program. For each offshore grid connection a with a transmission capacity of 2Gigawatt (GW) by using 525 Kilovolt (kV) HVDC systems is used. The electricity generated by offshore wind is converted offshore from 66 kV AC to 525 kV DC and via submarine and underground cables transported to an onshore station, where the DC is converted back to AC to enable transportation on the onshore grid.
To ensure that the electricity transport can take place via 525 kV DC cables TenneT started a development program. In this program cable suppliers are supported in the development of a 525 kV HVDC extruded submarine cable system with a 2GW capacity as a new standard for a submarine cable system. This new cable system is required for the planned 2GW offshore grid connections in the Netherlands (IJmuiden Ver) and in Germany (Balwin).
TenneT believes that the new standard will entail significant cost benefits, minimise spatial impact and prepares TenneT for the planned acceleration of the energy transition in both, The Netherlands and Germany. TenneT and various suppliers have gained significant experience with the German 900 MW HVDC and Dutch 700 MW AC grid connection systems. The lessons learned of those projects are now incorporated in the optimized and standardized design of the this grid connection system.
The new 2 GW standard will form the basis for this tender procedure.
The scope of work for the intended contracts includes design, engineering, production, delivery, project management, offshore-, nearshore- and inshore installation of 525kV DC cables and all jointing works in submarine and land sections for the following 2GW grid connections: - Project IJmuiden-Ver Beta, to be ready in 2028;
- Project IJmuiden-Ver Alpha, to be ready in 2029;
- Project IJmuiden-Ver Gamma, to be ready in 2029;
- Project 4, assumption: to be ready in 2030;
- Project 5, assumption: to be ready in 2030.
Those projects have been divided in to the following lots: - Lot 1: Project IJmuiden-Ver Alpha and Project 4;
- Lot 2: Project Beta;
- Lot 3: Project Gamma;
- Lot 4: Project 5.
With regard to Project 4 and Project 5 there are several uncertainties with regard to realisation and location at the time of ITT release. Those uncertainties are further clarified in survey question "1.1.1 Introduction and scope of work".
