Description:
1. General information

TenneT recently has seen a significant increase in offshore wind targets, due to the new European targets of 55% renewables in 2030, resulting in a very large portfolio. The majority of these projects will commence in the next years and will have to be realized in the years 2028-2032. Therefore a continuous realization pace is expected of multiple offshore grid connections every year.

To cope with this portfolio TenneT needs Factory acceptance tests (FAT) for cables  and accessories which should be executed in the cable factory of the manufacturer most of the times. Nevertheless meetings in Bayreuth, Arnhem or at other places are possible. Daily reports of the performance of the tests are meant to be done. Furthermore an active assistance by preparing NCR (Non-conformance reports) reports together with the manufacturers, if needed is required. In case of a non-conformance, the client shall be informed immediately.

3. Non-Disclosure Agreement
A non-disclosure agreement (NDA) should be concluded to protect the confidentiality of information from the employer in the tender documents.

In addition to checking the signed NDA, TenneT carries out a plausibility check to determine if the interested party has a legitimate interest in gaining access to the tender documents. Rules are also defined that the applicants/bidders must adhere to.

4. Eligibility Criteria
In order to be able to participate in the tender, interested parties must apply successfully and meet minimum criteria (participation criteria). A corresponding file that describes the relevant participation criteria is stored under the tab "Questionnaires 1."

5. Award/Evaluation criteria
The aim of the employer is to determine the most economically advantageous tender within the framework of the award procedure and to commission the relevant bidder with the provision of the service.  The determination of the profitability and the description of the award criteria is described in the document stored below.
