Offshore wind plays a crucial role in the energy transition. TenneT is preparing for the new climate target, and aims to realize and maintain several 2 GW connections for the supply of electricity in the Netherlands and Germany. This invitation to tender is a call for competition under the Qualification System '525 kV DC Cable & Installation of Dutch and German 2 GW Projects (Negometrix reference number 207131). It contains the procedure, requirements and wishes for the Tender to be awarded a Framework Agreement for the design, engineering, production, transportation, delivery, assembly, supervision of cable laying, testing, installation and commissioning of 525 kV DC cable systems in order to build and maintain Grid Connection Systems. Each Offshore Grid Connection System receives up to 2GW of 66kV (or higher) electricity generated by offshore windfarms, which must be converted offshore from AC to DC. Via 525 kV cables the DC power is transported to shore, where the DC is to be converted back to AC to enable transportation on the AC onshore grid.
The Negotiated Tender Procedure with prior publication is used for this tender procedure (TED reference number 2022/S 184-521861). All Qualified Category A candidates and Category B candidates as qualified by TenneT under Qualification System - 525 kV DC Cable & Installation of Dutch and German 2 GW Projects (Negometrix Reference number 207131) are invited to participate to this Tender.
To meet future demands and to fulfil the goals of the energy transition in Europe the capacity in the market needs to be expanded. To enable the industry to invest in capacity expansion, the industry asks for a certain level of commitment from TenneT for a longer period. Therefore, TenneT has decided to combine the currently known, optional and future projects in the Netherlands and Germany into one negotiated tender procedure.
The currently known projects are divided in several portfolios. Each portfolio is a separate lot in this tender procedure. The framework agreement for the unknown or optional projects is also a separate lot. The outcome of this procedure will be the award of the different lots. Tenderers who have been awarded a lot, will also be awarded the lot of the framework agreement under which the projects will be called-off and future unknown and optional projects will be awarded. The term of the framework agreement will be five (5) years, which the possibility of an extension of three (3) years. The maximum number of projects that will be awarded under the framework agreement is 40.
With this call for competition, TenneT aims to award Framework Agreements (call offs) according to the following lot structure: - Lot 1 (single project) - Framework Agreement (call off) with a single contractor for the following project:

- Lot 3 (portfolio of projects) - Framework Agreement (call off) with a single contractor for the following projects:

- Lot 5 (single project) - Framework Agreement (call off) with a single contractor for the following optional project:
- Lot 6 (future projects) - Framework Agreement for future projects
Please note, TenneT reserves the right to make any adjustment to the Lots or the (combination of) projects placed in a Lot that it deems necessary, e.g. by adding (a) project(s) from a Lot, by withdrawing (a) project(s) from a Lot and/or transferring project(s) to another Lot.
