The scope of this tender covers an Independent Third Party Root Cause Analysis regarding the following systems:
- Lot 1 - Failures for offshore and onshore HVDC and HVAC cable systems in Germany and the Netherlands: Faults are failures, outages, or damages that are caused by external or internal factors and the scope is to determine the root cause of a fault, during the system's lifetime, where systems include all cable components and accessories (joints, terminations, grounding equipment)
- Lot 2 - Failures for offshore and onshore stations and overhead Lines in the Netherlands: Faults are failures, outages, or damages that are caused by external or internal factors and the scope is to determine the root cause of a fault, during the system's lifetime, where systems include all high voltage primary components, secondary components, tertiary components, telecom components (telecommunications system, mechanical systems on offshore platforms and system operation related components)
In order to protect the confidentiality of the information provided by the client in the tender documents, it is mandatory to conclude a confidentiality agreement as per "NDA" document provided for download (see below). To ensure equal treatment of all bidders, modifications are only possible in the yellow-marked areas of the NDA. After a plausibility check, the client will grant the bidder access to the complete set of tender documents. The bidder cannot deduce eligibility for participation only from signing the NDA. TenneT will only accept tenderers who successfully qualify during the call for competition phase to participate in the offer phase.

The application for the call for competition must be submitted in due time and no later than by Monday 16th January 2023 12:00 CET
via the e-Award platform Negometrix. Individual extensions of time will not be granted. Between Christmas and New Year's Eve, bidder's question cannot be answered.
Submission of the request to participate (applications) by email, post or fax are not permitted. A violation of this requirement will lead to the exclusion of the application in the tendering process.
The contracting authority considers signatures for the tender in digital form (e-signature or scan) and without a stamp or in text form in accordance with § 126 b BGB to be sufficient.
