The awarding authority TenneT hereby invites all potential and interested market participants to express their interest in the planned market consultation on the "Future TenneT Library Environment" and to give an overview of the current state of the art. This market consultation is part of a possible, subsequent procurement project.
Background and Introduction
TenneT has multiple applications in use for internal policies and guidelines, for technical specifications, for project management, for project documentation handling and for maintenance and operation documentation.
Internal programs have been initiated to implement Systems Engineering and Building Information Management, which lead to a completely different approach relieving the document-based way of working in favour of a Single-Source-of-Truth (SSoT) in a long-term perspective. For achieving this on a broader scale, the tools currently used at TenneT do not provide the necessary functionalities.
The two guiding questions for this Market Consultation are: - What is the best concept for a solution landscape for requirements management that enables the Single-Source-of-Truth concept with regard to the complete asset life cycle?
- How can the needs and perspectives of different users, especially with regards to the requirements management and the whole life cycle of assets, be combined?
Purpose
In addition to obtaining a technology-neutral overview of the current state of the art and the feasibility, the market consultation procedure serves to prepare the decision of TenneT as to whether, in what form and with what use cases and requirements a competitive, transparent and non-discriminatory tender procedure will be carried out.
We will use comments and answers from the participants exclusively for the internal analysis and evaluation purposes.
Participants in this market consultation will not receive any competitive advantages and, in the spirit of equal treatment and transparency, all companies will have equal opportunities to participate in the procedure after the public announcement.
