Description:
This assignment concerns the licence, delivery and installation, support, training and maintenance for a Ground-based Safetey Nets system.

Introduction
The purpose is to arrive at a full implementation of Safety Nets, including Short-Term Conflict Alert (STCA) and Non-Transgression Zone intrusion alert (NTZ) at ATC-NL for iCAS.

Background
In the coming years, in joint cooperation with Deutsche Flugsicherung (DFS), ATC-NL aims at the commissioning of the next-generation air traffic management system. As part of this goal, ATC-NL's current main system for air traffic control, named AAA, is replaced by a new system called iCAS.

Currently, Short-Term Conflict Alert (STCA) and Non-Transgression (NTZ) are implemented in AAA and are thus no longer available when AAA will be replaced by iCAS. Hence there is a need for a new STCA and NTZ functionality at ATC-NL.

STCA in AAA is currently operationally displayed to Area Control Centre (ACC) controllers and Military (MIL) controllers. The ATM Masterplan states an intended implementation/activation of STCA for Approach Control (APP) as soon as possible after iCAS migration.

Strategy
The strategy behind the implementation of Safety Nets at ATC-NL is based on the following considerations:
  • The Safety Nets system shall include STCA for ACC- and MIL and NTZ for APP-functionality;
  • The Safety Nets system shall be implemented on ATC-NL hardware and (network) infrastructure;
  • Installation, initial tuning, site acceptance (SAT), tuning and operational acceptance shall take place at ATC-NL's Development & Test environment for iCAS applications;
  • The supplier of the Safety Nets system shall be responsible for delivery of the system until SAT results have been accepted by ATC-NL;
  • The supplier of the Safety Nets system shall provide ATC-NL support during the fine tuning and operation acceptance.

Main deliverables
The supplier of the Safety Nets system shall be responsible for the delivery of:
  • A licence to use the Safety Nets software and Safety Nets support tools;
  • Delivery and installation (basic tuning) of the Safety Nets software;
  • Support for fine tuning, validation and operational acceptance of the Safety Nets software;
  • Training for operational and technical personnel;
  • Support and maintenance (bug fixing, patches/updates).

Project structure of Safety Nets
After the procurement phase, implementation of the Safety Nets system will be structured in the following project phases:
  1. Project Initiation
  2. Installation, initial tuning and site acceptance
  3. Fine tuning and operational acceptance

After phase 3, the project activities will be concluded and the system handed over to the ATC-NL's operational (OPS) and technical support (Monitoring, Maintenance & Control, MMC) departments. The supplier is expected to deliver Support and Maintenance to these departments.
