Description:
Digital Vehicle Analysis (DVA) is defined as the collection of the digital information available in the vehicle and the analysis of these data for content and consistency.
 
DVA results in safer and more reliable vehicles and gives the new owner more legal certainty. In the future, in-car data will play an increasing role in assessing the safety and environmental aspects of vehicles, particularly given the further-reaching development of self-driving functionalities of vehicles and the impact that software-based adjustments can have on the vehicle's functionality and behaviour.
 
The aim for the future is to use in-car data extensively in multiple processes at RDW and to use in-car data supplied by third parties (authorised persons, manufacturers, local authorities). This approach makes it possible to perform vehicle assessment more effectively and efficiently.
 
The scope of the first phase of the RDW DVA project, to which this invitation to tender pertains, is the acquisition of data from vehicles at RDW inspection stations. In such cases, the vehicle from which data is acquired, is physically available to RDW's technical employee.
 
It is the intention to use in-car data for:
  • assessing, verifying and inspecting vehicles to determine their identity, and
  • checking the odometer readings, and
  • OBD readout of error codes as referred to in 2014/45/EU and 2014/47/EU.
 
The goal of the project is to enable the use of in-car data in the RDW's current statutory core tasks.  Acquiring in-car data requires a number of technical components which are not yet available at the RDW at the moment, but which must connect with the existing RDW systems in the future. The RDW foresees the following phasing:
 
Step 1 (2018-2020): 
In step 1, the RDW wants to use the data acquisition equipment without linking it to the RDW systems. The devices will be used as stand-alone components. This step is mainly intended to acquire knowledge and experience.
 
Step 2 (from 2020 onwards):
In step 2, the RDW wants to realise a link whereby the data are sent digitally from the data acquisition equipment to the RDW back-end systems.  The data must, in this context, be communicated in an (XML) format determined by the RDW. The RDW will record the data and perform further analysis.
 
For the reasons above, the RDW wishes, via this European Public Procurement procedure, to contract a single supplier / service provider to enable the export and processing of in-car data.
 
The Deliverable
The Deliverable encompasses:
  1. The provision of a Solution in accordance with the requested functionality, including the necessary hardware and software;
  2. Training for the use of the Solution on one day at a location in the Netherlands indicated by the RDW;
  3. The provision of support as included in a, b and c:
    1. Provide technical and functional support to the users of the Solution;
    2. Perform maintenance on the Solution;
    3. Continue developing the Solution so that data can be acquired from new vehicle models, as well as extension of the OBD readout with new data.
  4. In the future, provide the possibility of sending the data to the RDW in a single standardised message.
     
The Contract will take the form of a Framework Agreement.

An Agreement will be concluded for an initial period of two (2) years. The RDW may unilaterally extend the agreement four (4) times. 

The proposed commencement date of the Agreement is 23 May 2018; the Contractor will start with the implementation phase as of this date. On 1 July 2018, the operational phase of the service provision will start; from that moment onwards the Contractor is entirely independently responsible for the service provision.

The initial term of the agreement runs from 1 July 2018 to 30 June 2020.
