94344 Framework Agreement Emergency Cables / Temporary Cable Systems with fixed Terminations (Baueinsatzkabel) 110 kV and/or 220 kV + Project Tender UW GOET

Description:

TenneT TSO GmbH plans to source a non-defined quantity of 110kV and/or 220kV emergency cables (=temporary cable systems) with fixed terminations during the upcoming years. Therefore a framework Agreement shall be implemented.

Within this tender the Client will run two Tenders in parallel:
1: Framework agreement for 110 and/or 220 kV emergency cables with fixed terminations
2: Tender for the first order of 4 sets of 220 kV temporary cable Systems (12 drums) for a project "UW GOET".

!!! Please be Aware, provisional cabling solutions without fixed terminations ("Kabelprovisorien") are not permitted!!!

In order to be invited to the above named tenders the candidates have to qualify within this call for competition (selection phase). The interested candidates have to
1) create an account in Negometrix and participate in the selection phase of this tender;
2) sign and upload the NDA as requested in question 1.1.1;
3) read the provided technical specifications in question 2.1.1., then decide if the candidate is interested to qualify for the tender. If yes, then go to 4):
4) the interested candidate has to answer the questions in the survey question group 3. These questions comprise all the requirements set by TenneT for the candidates to qualify for this tender. The answers of the candidates (=applications) will be evaluated by TenneT, specifically according to the following rules:
 

1. A check will be made on whether the application was received on time and is complete. If the application was not submitted on time or is incomplete, the application will be declared null and void and will be disregarded.
2. The application will be checked against the minimum (knock-out) requirements listed in the 3. group of the survey questions on the Negometrix platform. If the candidate's application does not meet the minimum requirements, the application will be declared null and void and will be disregarded.
3. A check will be made on whether the exclusion grounds are applicable (question group 3. of the surveys on the Negometrix platform) to the candidate, consortium members and/or third parties that the candidate engages in order to meet the suitability requirements. If the exclusion grounds apply to a candidate, consortium members and/or third parties that the candidate engages in order to meet the suitability requirements, it will be excluded from the procedure and the application will be disregarded.
4. A check will be made on whether the candidate satisfies the suitability (knock-out) requirements included in the 3. group of survey questions on the Negometrix platform. If the candidate fails to satisfy the suitability requirements, it will be excluded from participation in the tender procedure and the application will be disregarded;
5. A check will be made on the received documents. In case the documentary evidence shows that candidate does not meet the requirements of the exclusion grounds, or that the requirements with regard to financial and/or economic requirements are not met, or that TenneT has not received the requested documentary evidence in time, TenneT will exclude the candidate from participation in the tender procedure and the application will be disregarded.

After the evaluation TenneT will inform the candidates if their applications were rejected or selected.
