TenneT is looking for providers of Crew Transfer Vessels (CTV) to conclude framework agreements for the duration of 2 years. The scope covers the provision of CTVs and the respective crews for transporting industrial personnel and small cargo from nominated harbours to nominated TenneT offshore platforms in the Dutch and German North Sea. The CTV will be working in close vicinity of the platform. Main duties are to ensure a safe transport and step over to and from the offshore platform.
The tender is separated into two lots (different vessel requirements and regions to serve).
Lot 1 covers the transport of industrial personnel and small cargo from/to Dutch harbours to/from offshore platforms in the Dutch North Sea via CTVs with a minimum economic speed of 24 knots (at 85% engine power) and minimum 12 PAX capacity. For this lot one framework agreement with one contractor will be signed.
Lot 2 covers the transport of industrial personnel and small cargo from/to German harbours to/from offshore platforms in the German North Sea via CTVs with a minimum economic speed of 20 knots (at 85% engine power) and 24 PAX capacity. TenneT intends to conclude framework agreements with 3 contractors who are to compete in so-called mini competitions for each actual requirement. A contractor will be awarded based on vessel availability during the tendered time frame and the pricing offered in the mini competition.
Please note that Walk-to-Work vessels (W2W) are not included in the scope. Should the platform boat landing for CTVs not be usable (i.e due to damages or weather conditions), the client may utilize a W2W which can access the platform via a heave compensated gangway system at the assigned landing points accordingly. This utilization might be carried out via a separate tender that does not effect this present tender in any way.

The selection of the candidates to be invited for negotiations after the submission of offers will be based on the above award criteria.
The evaluation of the subsequently finalized bids for the contract award will also be based on the above award criteria.
In order to protect the confidentiality of the information provided by the client in the tender documents, it is mandatory to conclude a confidentiality agreement as per "NDA" document provided for download (see below).
For each lot, a separate NDA has to be submitted. Please send the signed and stamped copy to: Claas.Drechsler@tennet.eu.
After a plausibility check, the client will grant the bidder access to the complete set of tender documents.
The bidder can not deduce eligibility for participation only from signing the NDA. TenneT will only accept tenderers who successfully qualify during the call for competition phase to participate in the offer phase.
The application for the call for competition must be submitted in due time and no later than by
10.08.2020 at 11:00 CET
via the e-Award platform Negometrix.
Individual extensions of time will not be granted.

Submission of the request to participate (applications) by email, post or fax are not permitted. A violation of this requirement may lead to disqualification of the tenderer.
