The law "Gesetz zur Entwicklung und Förderung der Windenergie auf See" latest changed on December 2020, intends to scale up wind energy in the German EEZ of the North Sea.
TenneT TSO GmbH is the responsible offshore grid operator to construct and operate the grid connection systems to the onshore grid for BalWin 1, 2 and 3. TenneT TSO GmbH transfers this responsibility to its sister company TenneT Offshore GmbH (hereafter TenneT).
BalWin 1, 2 and 3 are the first German 2 GW gird connection systems that will be developed.
The locations of the various offshore assets in the EEZ are being defined by the FEP (Flächenentwicklungsplan).
The turbines of the offshore wind farms will be directly connected to TenneT's platforms.
The objective of this tender procedure is the execution of geophysical and geotechnical soil investigations in order to obtain subsoil information in accordance with the BSH Standards at the three platform locations of BalWin 1, 2 and 3, which is suitable to progress the design and installation requirements for the offshore converter station.
The geotechnical soil investigation must provide relevant information about the soil to a depth below which possible existence of weak formations will not influence the safety or performance of the offshore converter stations.
Execution of the surveys shall be planned for November / Beginning of December 2021.

The selection of the candidates to be invited for negotiations after the submission of offers will be based on the above award criteria.
The evaluation of the subsequently finalized bids for the contract award will also be based on the above award criteria.
In order to protect the confidentiality of the information provided by the client in the tender documents, it is mandatory to conclude a confidentiality agreement as per "NDA" document provided for download (see below). To ensure equal treatment of all bidders, modifications are only possible in the yellow-marked areas of the NDA. Please send the signed and stamped copy to: yvette.ohlms@tennet.eu.
After a plausibility check, the client will grant the bidder access to the complete set of tender documents.
The bidder cannot deduce eligibility for participation only from signing the NDA. TenneT will only accept tenderers who successfully qualify during the call for competition phase to participate in the offer phase.

The application for the call for competition must be submitted in due time and no later than by

via the e-Award platform Negometrix. Individual extensions of time will not be granted.
Submission of the request to participate (applications) by email, post or fax are not permitted. A violation of this requirement will lead to the exclusion of the application in the tendering process.
