TenneT Offshore GmbH (TenneT) is responsible for the electrical grid connection of offshore wind parks within German territorial waters in the German Bight (North Sea) and the EEZ. In these waters the possibility of UXO (unexploded ordnance) remnants from the First and Second World War in close proximity to offshore construction areas cannot be fully excluded. It is therefore necessary, before offshore cable laying works commence, to investigate the cable route and the platform location to determine any obstacles that could potentially hinder cable installation activities. This includes the need to clear any UXOs from the cable routes.
The scope covers marine geophysical UXO (unexploded ordnance) survey, identification and clearance of offshore cable routes for the following cable systems:
- BalWin3 (N-9.2)
- BalWin4 (N-9.3)
- LanWin1 (N-12.1)
- LanWin2 (N-12.2)
- LanWin4 (N-11.2)
- LanWin5 (N-13.1)
The above mentioned cable routes shall only be UXO surveyed. The responsibility of investigating and clearing these routes lies with the Cable Installation Contractor at a later stage. However, the platform areas need to be both UXO surveyed and investigated and cleared from any potential UXO by the Bidder. The ultimate objective of this scope is the creation of an agreed final Master Target List for the cable routes and a Clearance Certificate according to TenneT Specification SPE.06-421-OG for the platform areas.
TenneT is looking for reliable, trustworthy and highly professional providers of marine geophysical UXO survey & identification and clearance of the cable routes of the before mentioned projects.

Number of candidates invited to participate in the negotiations: 3/lot
The selection of the candidates to be invited for negotiations after the submission of offers will be based on the above mentioned award criteria.
The evaluation of the subsequently finalized bids for the contract award will also be based on the above award criteria.
In order to protect the confidentiality of the information provided by the client in the tender documents, it is mandatory to conclude a confidentiality agreement as per "NDA_POSEIDON.docx" document provided for download (see below).

Companies and affiliated companies, which are providing or have been providing offshore UXO consultancy and QA/QC services for TenneT in Germany or The Netherlands are excluded from tendering process in order to avoid conflicts of interest.
After a plausibility check, the client will grant the bidder access to the complete set of tender documents.
The bidder cannot deduce eligibility for participation only from signing the NDA. TenneT will only accept tenderers who successfully qualify during the call for competition phase to participate in the offer phase.

The application for the call for competition must be submitted in due time and no later than by 06/06/2023 at 12:00 CET
via the e-Award platform Negometrix.
Individual extensions of time will not be granted.
Submission of the request to participate (applications) by email, post or fax are not permitted. A violation of this requirement will lead to the exclusion of the application in the tendering process.
