Negotiated procedure with prior call for competition
TenneT is obliged to connect offshore wind farms in the southern North Sea to the onshore power grid. The TenneT TSO Grid Field Operation - Offshore (GFO-O) as its organisational unit manages the operations of the German as well as the high voltage cable connections of the Netherlands from the offshore wind farms to land, the so-called grid connection systems (GCS). These GCS consist of an Offshore Converter Platform that is connected to an Onshore Landstation.The offshore wind farms (OWF) are constructed and operated by third parties.
Following the turnkey construction of an Offshore Converter Platform, the electro-technical, mechanical, structural and automation components must be maintained. This maintenance as well as Corrective & Fault Clearance works are part of the scope. This is combined in this Mechanical & Electro-technical integrated Contract (MEiC).
The scope has been divided into 2 Lots - Lot 1: The electro-technical and mechanical maintenance on DC-Offshore Converter Platforms in the exclusive economic zone (EEZ) of Germany in the North Sea
- Lot 2: The electro-technical and mechanical maintenance on AC-Offshore Converter Platforms in the EEZ of the Netherlands
In order to protect the confidentiality of the information provided by the client in the tender documents, it is mandatory to conclude a confidentiality agreement as per "NDA" document provided for download (see below). Number of candidates invited to participate in the negotiations: 5
The selection of the candidates to be invited for negotiations after the submission of offers will be based on the above award criteria. The evaluation of the subsequently finalized bids for the contract award will also be based on the above award criteria. After a plausibility check, the client will grant the bidder access to the complete set of tender documents. The bidder cannot deduce eligibility for participation only from signing the NDA. TenneT will only accept tenderers who successfully qualify during the call for competition phase to participate in the offer phase.

The application for the call for competition must be submitted in due time and no later than by Fri 28 Jan 2022 23:59 via the e-Award platform Negometrix. Individual extensions of time will not be granted. Submission of the request to participate (applications) by email, post or fax are not permitted. A violation of this requirement will lead to the exclusion of the application in the tendering process. Please make sure to familiarize yourself with the Planning section, Documents section, Messages section and the Q&A tool early enough.
Due to the current situation regarding the COVID-19 pandemic, the contracting authority considers signatures for the tender in digital form (e-signature or scan) and without a stamp or in text form in accordance with § 126 b BGB to be sufficient.
